मैसेज में दावा किया गया है, "आज रात से देश में आपदा प्रबंधन अधिनियम लागू हो रहा है. ये पूरे देश में लागू होगा. जिसके मुताबिक़ सरकारी विभागों के अलावा कोई भी आम नागरिक कोरोना वायरस से जुड़े पोस्ट सोशल मीडिया प्लेटफॉर्म पर ना लिख सकता है ना ही शेयर कर सकता है. ऐसा करने पर सज़ा का प्रावधान है. 1 अप्रैल से कोरोना वायरस से जुड़ा कोई मैसेज या जोक फॉरवर्ड ना करें. ऐसा हुआ तो ग्रुप एडमिन की गिरफ़्तारी सेक्शन 68...140 और 188 के तहत होगी."


हमने इस दावों की पड़ताल शुरू की. हमें गृह मंत्रालय का 24 मार्च, 2020 का एक नोटिफ़िकेशन मिला.

दरअसल 1 अप्रैल से नहीं बल्कि प्रधानमंत्री के देशव्यापी लॉकडाउन की घोषणा साथ ही आपदा प्रबंधन अधिनियम 2005 लागू कर दिया गया था.
भारत सरकार के इस नोटिफ़िकेशन में कहा गया है, "सेक्शन 6 (2)(I) के तहत मिली शक्ति का इस्तेमाल करते हुए आपदा प्रबंधन एक्ट 2005 लगाया जा रहा है. अब भारत सरकार के मंत्रालयों, विभागों, राज्य सरकारों और अथॉरिटीज़ को नेशनल डिजास्टर मैनेजमेंट अथॉरिटी के आदेश का पालन करना होगा ताकि सोशल डिस्टेंसिंग को प्रभावी बना कर कोविड-19 के संक्रमण को रोका जा सके."

कोविड-19 के संकट को देखते हुए केंद्र सरकार ने 21 दिनों के लॉकडाउन के ही आपदा प्रबंधन अधिनियम 2005 इसलिए लागू किया ताकि केंद्र सभी राज्य सरकारों के साथ मिलकर एक प्लान देश भर में लागू करा सके.
ज़ाहिर है कि देश में केंद्र सरकार ने आपदा प्रबंधन अधिनियम 2005 लागू तो किया है लेकिन मैसेज में किए जा रहे दावे से अलग ये एक अप्रैल से नहीं बल्कि 25 मार्च से लागू है.
और इस कानून का कोई संबंध आम नागरिक के सोशल मीडिया पोस्ट या कोरोना से जुड़े मैसेज फॉर्वर्ड करने से बिलकुल भी नहीं है.

हालांकि एक ज़िम्मेदार नागरिक होने के कारण कोरोना वायरस महामारी की गंभीरता को देखते हुए कोई भी अप्रमाणिक जानकारी साझा करने से बचना बेहतर होगा.

आपको इन बातों का ध्यान रखना होगा. 

• व्हाट्सएप ग्रुप पर साम्प्रदायिक हिंसा को बढ़ावा देने वाले मैसेज फॉरवर्ड ना करे. 
• कोरोना वायरस की अफवाह फ़ैलाने वाले मेसेज ना करे. 
• कोरोना वायरस की ऑफिसियल जानकारी के बिना कोई जानकारी साझा ना करे. 
• किसी कोरोना पीड़ित का नाम अगर आपको मालूम है तो इसे सोशल मीडिया पर ना फैलाए. 

आप सोशल मीडिया पर ये काम कर सकते है. 

सोशल मीडिया से आप अपने फ्रेंड्स - फॅमिली के साथ जुड़ सकते है. इसकी कोई रोक लगायी गयी नहीं है. 

आप कोरोना वायरस के बचाव हेतु कोई ऑफिसियल जानकारी या विडियो है तो शेयर कर सकते है. 

आप ग्रुप के मेम्बर को कोरोना से बचने के सुझाव शेयर कर सकते है. 

जो आप पहले से आनंद लेने के इरादे से सोशल मीडिया का इस्तेमाल करते थे. इसमे कोई रोक - प्रतिबन्ध नहीं है. 

हालांकि आपदा प्रबंधन अधिनियम 2005 के तहत दहशत का सृजन एक अपराध है,

मंगलवार को सुनवाई के बाद, मुख्य न्यायाधीश एसए बोबडे की अध्यक्षता वाली पीठ ने एक आदेश पारित किया, जिसमें कहा गया था कि फर्जी खबरों से पैदा हुई घबराहट ने मजदूरों के बड़े पैमाने पर पलायन को बढ़ावा दिया, और जिम्मेदार मीडिया कवरेज का आह्वान किया।

"हम महामारी के बारे में स्वतंत्र चर्चा में हस्तक्षेप करने का इरादा नहीं रखते हैं, लेकिन मीडिया को निर्देशित करें और घटनाक्रम के बारे में आधिकारिक संस्करण प्रकाशित करें", एससी ने कहा।
